Skovorod’ko Necessity of the new experiments execution on neutron and X-ray scattering in disordered systems and investigation of substance behavior in the vicinity of critical points under the influence of electromagnetic field is discussed. The theoretical basis for these experiments is presented by consideration the quasi-neutral Coulomb system of electrons and nuclei.
