THE SIVUKHIN PROBLEM AND ANOMALOUS OPTICAL MEDIA |

It is shown that the Sivukhin problem dealing with existence of homogeneous isotropic
media not possessing the space dispersion and both the permittivity and permeability in
which at any frequency simultaneously possess negative values has only negative solution.
The existence of such media contradicts to the causality principle. It is shown that
the Maxwell equations permit of the existence of another nonconventional linear optical
media which properties cannot be described by fi nite permittivity and permeability
if even they both depend on frequency and wave number. The electromagnetic waves in
such anomalous media at any frequencies can obtain group and phase velocities directed
in opposite directions. In such a case in such media the negative refraction of light takes
place.
