FROLOV By an alternative to the effect of Doppler as reasons of spectral lines of radiation of distant astronomic objects there can be two processes: First is a turn of part of energy of photons to the electrons of free atoms on the mechanism described by Feynman. Second is dispersion of photons in an environment. The origin of microwave baseline radiation and all his features can be conditioned by the effect of Compton on the constrained electrons of atoms of interstellar hydrogen.
